Hancock County Request of Qualifications Professional Engineering Services for American Fiscal Recovery Act Projects Hancock County, acting through its Board of Supervisors, is issuing a Request for Qualifications (RFQ) for qualified consultants to provide the County with professional Engineering services. Hancock County intends to prequalify entities for future solicitation of individual task order contracts for Professional Services Contract with one (or more) Engineering consultant(s) to provide professional services for the design, permitting, bidding and construction management of American Fiscal Recovery Act projects that the County will identify. Prequalified entities would provide the task order agreements pursuant to Professional Service Contract with the County. Any firm or entity prequalified under this solicitation will in the future submit proposals for individual task requests, which proposals will be scored by the County for provision of the contract for that task. Projects shall be designed in accordance with County and State codes and regulations. Proposers shall be willing, ready and able to promptly provide the services on timelines established by the County, and to submit proposals for future task requests from the County on a prompt basis. Hancock County will only contract with a responsible contractor possessing the ability to perform successfully under the terms and conditions of this procurement, as determined by the Supervisors and/or its selection committee. The County’s selection committee will consider technical issues as relates to the proposals received and the grant requirements and may obtain assistance with this review in its discretion. EVALUATION CRITERIA Each qualified firm shall provide a submittal package with sufficient information about the firm’s qualifications to assist the County in making the proper determinations about their capabilities. Proposals will be evaluated by a selection team to prequalify the firms based on review of the following information: 1) Knowledge and experience providing services related to federal grant projects and compliance with public policy; 2) Technical competence of staff and principals (qualifications), record of past performance and ability to perform services required; 3) Personnel resources and assessment ability, and entity/individual financial and technical resources; 4) consultant integrity; and 5) knowledge of and familiarity of projects such as those needed for this project. The proposals will be evaluated by a selection team on the basis of the above criteria and these factors will be utilized to prequalify the proposers for future solicitation of task orders. Proposers should include information within those categories to demonstrate the following: Its demonstrated capabilities and experience to provide engineering services related to the management of stormwater. Past performance on similar types of work will be reviewed and judged on quality of work, adherence to schedule, availability and compliance to local codes and regulations. The ability of the firm to complete the work in a timely manner. Items to be considered include number of qualified staff, support staff, available equipment and facilities. Registration as a professional engineer is considered a requirement in the ability to accomplish the work. Further, concerning future task order requests and evaluations, the County reserves the right to provide a local preference to the extent allowed by regulation and applicable laws. The County also may utilize local staffing and contracting as a factor to prequalify the firms on this RFQ to the extent such consideration would leave a sufficient number of firms for review. The County further reserves the right to request proposals for those task orders from firms not prequalified hereunder. PROPOSALS The County is an equal opportunity employer and contractor, and specifically solicits with this proposal small and minority firms, women’s business enterprises and labor surplus area firms to submit proposals. The County will take additional steps to assure that such minority businesses, women’s business enterprises and labor surplus area firms are used when possible, including its right to utilize any of the methods outlined in 2 CFR Section 200.321. Any contract resulting from this request for proposals will contain contract provisions including those listed in Title 2 CFR Sections 200.318-316, or otherwise required by the American Fiscal Recovery funding guidelines. Proposers shall agree to be bound by those terms and to ensure grant and work compliance with same. All proposals should be sealed and properly labeled: “Professional Services Proposal – Professional Engineering Services for American Fiscal Recovery Projects.” Proposals shall be addressed and delivered to Eddie Favre, County Administrator, no later than 10:00 a.m. on August 16, 2021. Proposals may be mailed or hand-delivered to: Attention: Office of the County Administrator, 854-A Highway 90, Bay Saint Louis, MS 39520. Any mailed or hand-delivered proposal must actually be received by the County Administrator prior to the 10:00 a.m., August 16,, 2021 deadline. The name and mailing address of the firm or individual submitting the proposal should appear on the face of the envelope.
